APPENDIX 3: STANDARD STRUCTURE OF OCCUPATIONAL STANDARDS

Under the system of National Vocational Qualifications, the competence required for performance in any particular occupation is subject to a form of analysis (functional analysis) which results in the production of a framework of 'occupational standards'. There is a standardised framework for all occupations, so that competence is disaggregated into a set of 'key roles', then down to 'units of competence', and finally to 'elements of competence'. The description of each element of competence states the criteria by which performance of the element is to be assessed. The following figures illustrate the overall set of 'areas', the 'key roles', examples of 'units of competence', and finally an 'element of competence'. The draft occupational standards for economic development are used for this illustration.
